Amazon has updated the way it calculates FBA fees for product package dimensions in certain fee categories. The American company believes this can simplify fees and reduce costs but… how does it work? And what changes for sellers?
What changed since October 15, 2025: fee calculation on unit weight
At the beginning of this year, Amazon started using unit weight as the calculation criterion for FBA fulfillment fees for packages in the Clothing and Accessories and Backpacks and Bags categories in some European stores. Unit weight has therefore become the sole criterion, instead of the greater of unit weight or dimensional weight.
Well, from last October 15, 2025, the marketplace has extended this criterion also to these categories:
- Baby strollers and safety equipment
- Door, window, and shower accessories
- Eye protection
- Footwear
- Furniture accessories
- Grocery and gourmet food
- Home stickers and cable ties
- Home linens and rugs
- Luggage accessories
- Mattresses
- Packaging material
- Pet clothing and food
- Printer and scanner accessories
- Reusable work and safety gloves
Fee updates are applied to Local and Pan-European FBA, the European Fulfillment Network, Remote Fulfillment between the UK and EU, the Ships in Product Packaging program, and the return processing fee.

The new package dimension levels
In order to better align fees with costs, Amazon has replaced two package dimension levels (small and standard) with seven levels of greater detail. For each level, a base rate applies for the first 100 grams. This is followed by a fixed rate for each additional 100 grams.

Low inventory coverage cost (Pan-EU FBA)
The low inventory coverage fee (Pan-EU) is applied to standard-sized products that have consistently low stock relative to demand. The fee serves to compensate for the additional costs generated when sellers maintain insufficient inventory compared to sales. A situation that, clearly, causes delivery delays and an increase in shipping expenses.
From October 15, 2025, the dimension levels of the categories mentioned above have been updated. Therefore, an integration in the lot dimension levels is recorded.

The Ships in Product Packaging (SIPP) program allows FBA (Fulfillment by Amazon) sellers to test and qualify their products for delivery to customers using exclusively the original packaging, without additional packaging from Amazon. From October 15, 2025, the discount applied to shipments in original packaging for products in the categories indicated above within the dimensional bands has increased (with the exception of low-price FBA items).

Return processing costs (for clothing, accessories, and footwear)
The FBA return processing fee applies to products in certain fashion categories (such as clothing and footwear) returned by customers who benefited from free return shipping offered by Amazon.
When a customer uses free shipping to return products in the Clothing and Footwear categories, a fee equal to 50% of fulfillment costs per single returned unit is charged. The fee applies to all returns in the categories indicated above. Except for cases where the reason for the return is Amazon’s responsibility. In this case, the provisions of the FBA policy for reimbursement of lost or damaged inventory are followed.

Return processing costs (excluding clothing, accessories, and footwear)
A return processing fee applies to all FBA products (excluding the “Clothing and Accessories” and “Footwear” categories) that have a high return rate in their respective category. The fee serves to cover operational costs related to returns and to reduce waste.
It applies exclusively to orders fulfilled in the United Kingdom, Germany, France, Italy, and Spain, and only to products with return rates above a specific threshold per category.
